Ex-Ottawa mayor Jim Durrell appointed to Order of Canada

OTTAWA ? When Jim Durrell got a phone call on Dec. 3 from Rideau Hall, and was told it concerned the Order of Canada, he assumed he was being asked to vouch for a nominee as part of a reference check.

When he was told that he was being appointed a Member of the Order, he replied, ?I?m speechless ? and that doesn?t happen very often to me.?

And as part of the award process, he was told he had to remain mum on the matter until its official announcement Dec. 30.

?It?s been the hardest secret I?ve ever had to keep,? he said.

But it?s finally official, and the former Ottawa mayor is now, along with 90 other distinguished countrymen and women, a newly minted member of the Order of Canada, free to hang the letters C.M. (or, in the case of the vaunted Companions and Officers of the Order, C.C. and O.C., respectively) after his name. Or simply mention them in conversation.

Durrell, 66, was appointed to the order for his decades-long contributions to Ottawa as mayor, businessman and volunteer. He?ll be presented his award by Governor General David Johnston at date still to be announced.

?To be honoured by your country like this is special,? he said over the weekend. ?To be recognized by your peers and community for things you don?t look to be recognized for is nice.

?My dad raised us with the mantra that the world should be a better place because you?ve been here, and that?s just how I lived and have raised our kids to live.?

He added that he hopes the beneficiaries of his and other appointees will be their children and grandchildren.

?I have grandkids who are six and four and who wouldn?t have any idea what the Order of Canada is,? he said, ?but I hope that as they grow older and start to understand and look back, one of the legacies I?ll leave is that everybody?s got to chip in to make this world a better place.?

Durrell was first elected to city council in 1980, and took over as mayor five years later when, following Marion Dewar?s resignation from the post, he defeated Marlene Catterall with nearly 60 per cent of the vote. Three years later, with no serious contenders running against him, he was the runaway winner for a second term, capturing more than 85 per cent of the ballots cast.

During his time as Ottawa?s mayor, Durrell was a strong proponent of raising the city?s profile through sports and tourism, and was instrumental in helping the city?s CFL franchise get a tax grant, bringing Triple-A baseball to town, hosting the 1988 Grey Cup and spearheading a bid to host the 1994 Commonwealth Games.

He was also part of the group that brought the Ottawa Senators back to the NHL and, in 1990, while still mayor, became the team?s first president, a career overlap that was criticized by many as a conflict of interest. In January 1991, he announced he was stepping down as mayor to devote all his efforts to the fledgling hockey club. He remained president for two years.

He currently owns Capital Dodge Chrysler Jeep and serves on a number of boards, including as past chairman of the Ottawa International Airport and chairman of the Ottawa Convention Centre.

His volunteer work extends to numerous organizations, including the Salvation Army, the Ottawa Hospital Foundation, Kiwanis, the United Way and his church.

His Order of Canada medal caps off a year filled with tributes. In June he was awarded the Ottawa Chamber of Commerce?s inaugural Lifetime Achievement Award, and three months later was given the Queen Elizabeth II Diamond Jubilee Medal. In November, he received the Order of Ottawa.

?If somebody had ever told me 45 years ago (that) this would be your life, I would have just said, ?Wow, what a ride!? I don?t know how else to describe it.?

Apart from its 53rd mayor, Ottawa?s halls of power, past and present, are well-represented in the latest group of Order of Canada appointees, with former Supreme Court of Canada Justice Louise Charron earning one of two nods to the Order?s Companion level, the highest of its three ranks. The other was given to Montreal banker and Concordia University chancellor L. Jacques M?nard.

Additionally, Sheila Copps and Brian Tobin ? half of the federal Liberal party?s 1980s-era Rat Pack ? were made Officers of the Order of Canada, as were MP and former Montreal Canadiens? goalie Ken Dryden, aboriginal leader Phil Fontaine and former MP Howard McCurdy. Journalists Stevie Cameron and Michael Enright were also made members of the Order.

Other notable recipients announced Sunday include writer Kildare Dobbs; former NHLer and 1972 Summit Series hero Paul Henderson; Quebec judo coach Hiroshi Nakamura; Dani?le Sauvageau, who coached the women?s national hockey team to a gold medal at the 2002 Winter Olympics; Indigo Books founder Heather Reisman; and cosmetics icon Lise Watier.

Overuse of the word ?amazing? to describe events that fall far short of jaw-dropping, shocking or awe-filled (the amazing sale at Nordstrom; that amazing steak dinner; an amazing hair cut) is one of my pet peeves.

But ?amazing? comes close to describing what the organization called Friends of San Pasqual Academy does for the Academy?s foster kids.

Formed in 2003, Friends of San Pasqual Academy was established as a nonprofit 501c3 organization to support the children of SPA. Since then, Friends has grown as word has spread of its heartfelt mission to be a lifeline to the children.

Friends of San Pasqual Academy, based in Rancho Santa Fe, works closely with the school, which opened in 2001 to serve the needs of foster children in the county who have been unable to find permanent homes through adoption.

Governmental agencies responsible for the care and protection of the county?s thousands of foster children have long recognized a critical need for stability in the lives of these youth.

Foster children sometimes attend five or six different high schools by their sophomore year, and suffer from early years defined by poverty, abuse and neglect.

Many children move frequently from one foster home to another, through no fault of their own, some living in up to a dozen different homes. Being continuously uprooted affects academic performance, emotional stability, social skills and dreams for success.

According to the school?s website, many foster youth experience high numbers of home placements, lack fully developed independent living skills, are unable to form lasting relationships with peers and adults, fall behind in academics, leave foster care without earning a high school diploma, and have difficulties finding and keeping jobs. Many end up homeless.

The academic picture is bleak, with studies indicating that 83 percent of foster youth are held back by the third grade, 35 percent are in special education, and as few as 15 percent enroll in college.

It?s difficult for many of us who live securely in warm, stable, loving families to imagine this kind of life, but it?s not so hard to imagine how being a foster child would sap hope, optimism and motivation.

After many years of planning, in 1999 the County of San Diego purchased a 238-acre campus in Escondido in San Pasqual Valley near the Wild Animal Park, with fantastical dreams of renovating the facility and creating a residential school for foster teens.

After two years of modernizations funded through a collaborative public-private-business partnership, fantasy became reality. Doors opened in 2001 and San Pasqual Academy became the first residential education campus for foster youth in the nation.

The facility is licensed to serve up to 184 children, with about 135 students ages 12 to 18 currently attending, all of whom are dependents and under the protection of the San Diego County juvenile court system.

?San Pasqual Academy is a unique program that serves students who have faced challenges many of us can?t even imagine,? said Dr. Randy Ward, County Superintendent of Schools, in an email. ?These kids have come from tough backgrounds but never let that stand in their way.

?They?re fighters, and that includes fighting to catch up academically and excel in school. Thanks to collaboration with and support from community and business partners, we are able to facilitate hope for our students and put them on the path to success.?

Normalcy is the goal

The foster teens, however, need so much more than government agencies can provide. That?s where the remarkable work of the Friends of San Pasqual Academy comes in.

The Friends of San Pasqual Academy assists the foster teens to help them become confident, productive, contributing, educated, successful adults, through donations and resources that improve, empower and enrich the children?s lives.

A holiday party sponsored by Friends Dec. 6 provided for the teens an assembly hall filled to the brim with gifts and a ?shopping? experience of free jeans, shorts, skirts, dresses, T-shirts, shoes, socks, pajamas, hygiene and toiletry products, coffee mugs, books and school supplies.

More than 30 volunteers from Friends helped set up the holiday party, which also featured a cookie decorating station, photo booth, and raffle with very cool prizes.

Donations to the Friends bought for each of the teens an iPod, a specially created San Pasqual flash drive, plush sweatshirts and sturdy book bags emblazoned with the Friends of SPA school logo, and a $100 gift card to spend on themselves.

Donations put to good use? None better.

For those worried about giving money to charitable organizations, not knowing how the money will be spent, donating to Friends reaps visible rewards. The high emotions the teens express for what Friends does is equaled only by how the donors feel when they see the difference their contributions make.

Watching the kids line up outside the door, eager to come in and ?shop,? was in a way anti-climactic. If you expected to see downtrodden children bedraggled and forlorn, you would be disappointed.

These kids are indistinguishable from the middle-class kids we see in our malls and on our streets. They look and sound and dress like our own kids ? which is a good thing.

Normal is the goal, and to make the teens feel good about themselves, loved, wanted and accepted.

They are just kids like our kids ? until you remember who they are and what they?ve been through. And then it makes you cry.

But they are resilient ? perhaps more so than we who gaze upon them with wonder at their courage and fortitude. You make the best of what life hands you, I suppose.

?Holidays are particularly stressful for foster kids, who are constantly reminded of not being able to be in a traditional setting with family members,? said Friends founder and indefatigable leader Joan Scott. ?Abuse, neglect and negative memories have been part of their lives.?

Friends of San Pasqual Academy provides invaluable assistance to help these foster teens overcome their history, embrace normality, and become productive adults.

Besides the annual holiday party, the Friends of San Pasqual Academy also provides many other events and gifts, all to make the special students at this most unique of schools feel supported:

? Graduation brunch and ceremony

At a celebration honoring the San Pasqual youth a few years back, SPA students expressed their gratitude to donors with words that left many speechless.

One said she had never had a birthday party, and Friends gave her not just a party but presents and a cake ?with my name on it.?

Another said about the Senior Prom that Friends provides: ?I never saw a tuxedo before. We went to a place called the Hotel Del. I had asparagus. I never ate asparagus before.?

San Pasqual, said another, is ?family that doesn?t leave in a week or two.?

Corsage Day by Friends assists students in making corsages for Prom Night. Senior Brunch recognizes the graduating seniors and provides them with basic supplies for college and independent living. Scholarships support graduates in their post-secondary education and career endeavors. And the list goes on and on.

Friends of San Pasqual Academy, led by the enthusiastic and ever-cheerful Joan Scott, is a key component of the support system for these kids, one that provides stability, acceptance, love and guidance.

December is a season of giving, a season of joy, but a season also to remember that not everyone lives as comfortably as we in these affluent communities do.

The dedication of all the partners at the school is impressive. The school?s 95 percent graduation rate is attributed to the hard work and commitment of the teens, the caring staff, and the safe and stable living environment.

But there?s more to it than that for the foster children. There?s knowing that people ? strangers ? care deeply.

The rewards are clearly a two-way street. Through their tireless efforts on behalf of the kids, the supporters of the Friends of San Pasqual Academy find meaning and great satisfaction in their ability to make a real difference in the lives of these children.

The work of the Friends? It?s truly nothing short of amazing.

The San Pasqual Academy story

San Pasqual Academy is a public, four-year, residential high school for foster children, administered under the direction of the San Diego County Office of Education?s Juvenile Court and Community Schools.

According to the school?s website, SPA is fully accredited by the Western Association of Schools and Colleges, and all teachers are fully credentialed. Classes are small, with a student-teacher ratio of 15 to 1.

To graduate, students need 220 credits and must complete core requirements in English, mathematics, science, social science, foreign language, physical education, a prescribed number of elective credits, and a senior project. The curriculum is based on California state standards.

Because a major part of adolescent development includes extra-curricular activities, the Academy offers yearbook, drama, clubs, dances, Associated Student Body leadership, Spirit Days, assemblies, and a range of athletic pursuits including football, basketball, softball and volleyball.

The facility calls itself ?a bridge to knowledge, support and hope? for the foster teens. The goal on the website is ?a rigorous academic program, combined with the experiences of a full extra-curricular program.?

?We strive to provide a comprehensive school experience as much as possible, in terms of academics, extracurricular activities and athletics,? said San Diego County Office of Education?s Suzanne Miyasaki, the school?s principal.

The core campus occupies about 50 acres of the expansive 238-acre property and has modern classrooms with computers and technology, a cafeteria, assembly hall, career information center, gymnasium, weight room, health and wellness center, assembly hall, recreation fields and swimming pool.

The residential cottages are considered by some to be the most unique feature of the facility. The spacious family-style homes, which accommodate up to eight youth, offer a common living area, dining area, kitchen, laundry space, youth bedrooms and bathrooms, and a suite for the adult houseparents who live with the kids.

Each teen has a computer, and Internet access is available in the living area. The houseparents have personal space in an adjoining suite, which features a bedroom and bathroom, living room, dining area, and kitchen.

?While each home has basic program rules and regulations to follow, there is flexibility to meet the needs of each youth,? the school?s website states. ?Day-to-day family activities in the home include homework, planning and preparing meals, completing household chores, and participating in family meetings.?

Housing is also provided for SPA alumni, school staff, senior volunteers and community members.

In addition to accepting high school students in grades 9 through 12, San Pasqual Academy also takes younger siblings (no younger than 12) in an effort to keep families together. These middle school siblings attend an Escondido public school until they reach ninth grade and can attend SPA?s high school.

San Pasqual Academy is a diverse campus with a rich blend of cultures. According to the website, approximately 33 percent of the students are Caucasian, 31 percent African-American, 24 percent Hispanic, 1 percent Asian/Pacific Islander, 3 percent Native American, and 8 percent bi-racial.

The invitation for placement at San Pasqual Academy is voluntary but is seldom refused. These are children who have rarely experienced a sense of permanence and stability in their lives. Although the facility does not provide legal permanency, San Pasqual offers them a home, with adults who provide long-term relationships and become their ?family.?

Miyasaki said foster care is similar to special education ?in that you always start with the least restrictive environment.? She said youth are often placed with relatives first (which can be multiple placements), and then perhaps an invested adult such as a family friend, then foster parents (which can be many different homes), and then a group home.

?So San Pasqual is usually is not the first placement,? she said.

The San Diego County Office of Education, which runs the educational side of the residential school (teachers, administration, school equipment, supplies, custodians, teachers? aides, etc.), is one of four groups that collaborate to bring to the foster teens an array of services.

Working with SDCOE are New Alternatives Inc., San Diego Workforce Partnership, and San Diego County Health and Human Services Agency. These four agencies provide academic, residential, work readiness and dependency case management programs and services.

Also assisting in the work is the nonprofit San Pasqual Academy Foundation which, under the leadership of Development Liaison Debby Syverson, has received generous donations that have enhanced SPA?s physical site, including renovations of the living units, cafeteria, technology center, gymnasium, and health and wellness center. A capital campaign is currently underway to add family homes on campus to increase the number of youth who can be accommodated.

Pakistan Police Murders: 21 Cops Found Shot To Death In Peshawar

PESHAWAR, Pakistan -- Twenty-one tribal policemen believed to have been kidnapped by the Taliban were found shot dead in Pakistan's troubled northwest tribal region early Sunday, government officials said.

Officials found the bodies shortly after midnight in the Jabai area of Frontier Region Peshawar after being notified by one policeman who escaped, said Naveed Akbar Khan, a top political official in the area. Another policeman was found seriously wounded, said Khan.

The 23 policemen went missing before dawn Thursday when militants armed with rocket-propelled grenades and automatic weapons attacked two posts in Frontier Region Peshawar. Two policemen were also killed in the attacks.

Militants lined the policemen up on a cricket pitch late Saturday night and gunned them down, said another local official who spoke on condition of anonymity because he was not authorized to talk to the media.

No group has claimed responsibility for the attack, but suspicion fell on the Pakistani Taliban, who have been waging a bloody insurgency against the government for the past few years. The tribal region is the main sanctuary for the Taliban in Pakistan.

On Saturday, an explosion ripped through a passenger bus at a terminal in the southern city of Karachi, killing six people and wounding 52 others, some of whom were in critical condition, said Seemi Jamali, a doctor at the hospital where the victims were being treated.

Police were trying to determine whether the blast, which reduced the bus to a charred skeleton, was caused by a bomb or a gas canister that exploded, said police spokesman Imran Shaukat. Many buses in Pakistan run on natural gas.

Karachi has a long history of political, ethnic and sectarian violence. It is also believed to be home to many Taliban militants who have fled U.S. drone attacks and Pakistani army operations in the country's northwest.

The Reality

The Wii U had an original launch window between March 2012 and December 2012 and eventually debuted on November 18, 2012, so gamers experienced a predictable pre-order frenzy for the holiday season.

The Wii U is not backward-compatible with GameCube games, which diminishes use of your existing game library, but work well on the developer side so they can develop an experience that cooperates with existing systems instead of trying to replace them.

Setup works very well with matching color cords for power (yellow), HDMI, and the sensor bar (orange) plus a separate cord for GamePad similar to the Wii U power cord. The GamePad cord is not the same as the Nintendo DS/DSi/3DS handheld console power/battery charging cord. The GamePad cord plug is just a bit bigger and wider.

Next follow the quick start guide to establish your Nintendo Network ID and internet connection settings (maximum of six). Up to 12 users are available with unique parental controls for each. Users can perform a transfer from the Nintendo Wii to the Wii U where both systems are connected to a television.

Players can transfer Miis to the Wii U from the Nintendo Wii and/or Nintendo 3DS. Like the Wii transfer the process gets fairly detailed.

The Wii U has 1080p support and wireless (IEEE 802.11b/g/n) connection.?The Wii U supports SD memory cards (port in front) and external USB storage with four ports (two in front and two in back).

Power buttons on the GamePad and console can be turned off when held for at least one second. The Wii U has activates an automatic power off feature after one hour of inactive use. The console and GamePad have impressive, reflective finishes that make cleaning relatively easily.

Wii U console weighs about 3.5 pounds and is capable of supporting two Wii U GamePad controllers, up to four Wii Remote (or Wii Remote Motion Plus) controllers or Wii U Pro Controllers plus Wii accessories such as the Nunchuk, Classic Controller and Wii Balance Board.

A separate battery hatch on the front right contains a lithium coin cell battery (CR2032) that needs replaced when the console clock stops functioning.

Users can sync up to 10 controllers ? my ?dream team? would be two GamePads, four Motion Plus remotes, and four Wii U Pro Controllers (perfect for games like Call of Duty: Black Ops II). GamePads are scheduled to be sold separately in early 2013.

The Wii U Pro Controller (sold separately from the Wii U) charges for 4.5 hours and lasts approximately 80 hours. It has a replaceable battery (similar procedure as GamePad).

The new GamePad must be synced or paired with the Wii U console ? a similar process for existing Wii controllers except the press console sync button twice then press sync on GamePad.

Pre-installed electronic manuals are also included for convenience and contain helpful web links. As with the Wii, avoid radio frequency interference so the synched remotes work properly and no issues arise for the near-field communication used in the GamePad.

The lightweight, 1.1 pound Wii U GamePad becomes the biggest game controller while offering other options similar to a computer tablet. One GamePad is included with every console.

The 10.5-inch wide GamePad includes a touchpad screen, two analog sticks, microphone, and separate speaker system and volume control with headphone jack. The sound is surprisingly strong and often has different sounds than the television and other entertaining effects.

The removable and rechargeable GamePad battery lasts about three to five hours after charging for approximately 2.5 hours. The Wii U Pro Controller offers a nice backup option for prolonged Wii U use while other third party options (e.g. Nyko?s U Boost) will release to prolong GamePad battery life.

The battery charging port on the GamePad is located at the top left while the bottom center also allows battery charging on the GamePad stand with the adapter plugging into the back.

When placed on a stand the GamePad should be in the horizontal position only, but gameplay incorporates the GamePad in several orientations include vertically and horizontally.

The touch screen on the GamePad controller measures 6.2 inches and acts as a second console when others want to use the television ? a defining feature for the Wii U. This unique two screen (a.k.a. ?asymmetric?) feature allows for individual experiences (e.g. television viewing, Wii U games, etc.) within the same shared viewing.

The GamePad screen has a 16:9 aspect ratio LCD touch screen plus motion control capabilities using an accelerometer, gyro sensor and magnetic sensor.

The Gamepad can also be used as a television remote control even while the Wii U console is turned off.

Traditional GamePad button controls include the directional pad, dual analog sticks, stick buttons, A/B/X/Y buttons, power button, home, select, start, +/ and directional pad. The ZL/ZR button and L/R button orientation will take some adjustment. Users have a nicely contoured bar behind the GamePad where they can alternate buttons using their index fingers or use their index fingers for L/R buttons and middle finger for the ZL/ZR buttons.

Players can also push down on the dual analog sticks similar to L3 and R3 buttons on PlayStation 3.

The front-facing camera offers nice capabilities for video chats and other functions. Since the camera faces forward it would be great to eventually get a facial detection options where the system would automatically pause when someone is not in view. Another helpful energy-saving feature.

A white colored indicator light displays when there is a disc still inside the Wii U.

What I Like: unique two screen/?asymmetric? feature allows for individual experiences within the same shared viewing, genuine all ages fun, easy setup, mobile and lightweight GamePad options, large GamePad display, high promise/potential for future features, pre-installed electronic manuals, touch screen interface blends well with motion control actions, strong sound options

What Needs Improvement: no backwards capability for GameCube games, cannot play DVDs or Blu-ray video discs, a more simple system transfer process, use the same Nintendo DS battery charging cord for GamePad instead of a different one
